Firstly, to create a business manager account, please follow the below steps.
Go to business.facebook.com
Click Create business portfolio.
Enter a name for your business, select the Primary Facebook Page and enter your name and work email address.
Now add your dataset to this Business Manager
Go to business.facebook.com/select and select the business manager you have just created
Select Business Settings (the cog symbol) at the bottom left of your screen
Select your Datasets
Click Add at the top of the screen
